PUBLIC NOTICE FOR EMPIRE TOWNSHIP VOTERS

THE FOLLOWING MILLAGE REQUEST (BELOW IN BLUE) WILL BE ON THE NOVEMBER 3, 2020 BALLOT FOR TOWNSHIP VOTERS.  PLEASE FEEL FREE TO CONTACT ANY TOWNSHIP BOARD MEMBER IF FURTHER INFORMATION IS NEEDED REGARDING THIS MILLAGE REQUEST.

RESOLUTION SUBMITTING TO THE TOWNSHIP ELECTORS THE QUESTION OF AUTHORIZING A NEW MILLAGE TO COMMENCE AFTER THE CURRENT MILLAGE EXPIRES IN 2021. SAID MILLAGE TO BE FOR FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES

WHEREAS, Empire Township (“Township”) currently provides fire protection and emergency medical services through the Glen Lake Fire Department under a contract with Glen Arbor Township; and

WHEREAS, the cost of such services is $1,212,048 for the current fiscal year; and

WHEREAS, the cost of said services is funded through a voter approved millage authorization of up to 5 mills for a period of 10 years commencing in 2011 and expiring with the levy in December, 2020; and

WHEREAS, the Township desires to ask the voters in the Township to approve a new millage authorization in the amount of 7 mills to commence after the current millage expires at the end of 2020, said millage to run for a 5 year period commencing with the levy in December, 2021 and ending in with the levy in December, 2025; and

WHEREAS, if approved by the voters, the Township Board will only levy such portion of the increased millage as shall be necessary to fund the Township’s share of the cost of providing such fire protection and emergency medical services each year; and

WHEREAS, the millage authority proposed by the Township Board must be approved by the electors of the township;

NOW, THEREFORE, BE IT RESOLVED that there shall be submitted to the electors of Empire Township, Leelanau County, at the election to be held on the 3rd day of November, 2020, the following proposition: 

PROPOSITION TO AUTHORIZE A NEW MILLAGE IN THE AMOUNT OF 7 MILLS FOR THE PURPOSE OF PROVIDING FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES TO EMPIRE TOWNSHIP

Shall the constitutional limitation on the amount of taxes which may be imposed each year for all purposes on real and personal property in Empire Township be increased so that the Township Board of Trustees is authorized to levy an additional tax in an amount of up to 7 mills ($7.00 per $1,000 of the taxable value of such property) for a period of 5 years beginning with the levy made on December 1, 2021 and running through the levy made in December, 2025 inclusive for the purposes of fire protection and emergency medical services in the township?

If levied in full, said millage would generate estimated revenues of $1,503,610 in the first year.      YES         NO
